It all depends on the complexity of your project and the deliverables you already have (market research, knowledge of your target audience, etc.). If it's a redesign, a UX/UI audit or even a technical audit of the existing system can also be carried out. On the other hand, not getting support to produce your specifications can result in offers that are very different from one another, incomplete and hard to compare.
Not necessarily. Above all, they should explain the context, the objectives, the needs, the constraints and the expected results. Imposing a technology too early can limit the responses. We help you determine which choices should be fixed and which can remain open to providers' recommendations. For example, we favor an Open source solution most of the time.

Yes. A sitemap, wireframes or a quick prototype help clarify the journeys and the expected features. These deliverables ease internal discussions and give providers a more precise understanding of the project. It is also possible to test them.
The content depends on the mandate. It can notably include the project context, its objectives, the audiences concerned, user needs, the functional scope, the information architecture, the technical constraints, the deliverables, the schedule and the evaluation criteria for the offers.
We can support you in preparing the consultation, structuring the expected responses and defining the evaluation criteria. When we write the specifications as part of a call for tenders, we do not then position ourselves as the provider for its delivery, in order to guarantee an independent and fair process.
